The open circle was formed in 1999.The Open Circle aims to create a platform for a meaningful dialogue on an intercultural level on the issues most relevant to the present day cultural and political environment.

The most voluble amongst these being the questions of acknowledgement of cultural plurality as opposed to cultural homogenization i.e. inquiries into the phenomenon of globalization.

Artists from Mumbai and Baroda painted on the exterior surface of two Local suburban trains, one on the Western line and another on the Central line, which ran for a month through the WSF.

They include 46 artists and 170 art students from 7 art schools of Mumbai, Thane, Nasik, Poona, Shahada and Dhadgaon
(associated with the Narmada Bachao Andolan) and Baroda painted the trains.
